A Community Policing Forum (CPF) is a legally recognized community structure that creates a partnership between the community and the South African Police Service (SAPS).
Its purpose is to improve communication, accountability, crime prevention, and cooperation between residents and the police.
CPFs were established under the South African
Police Service Act 68 of 1995 following South Africa's transition to democracy and the adoption of community policing as a national policing strategy.
Why was the CPF created?
Prior to 1994, policing in South Africa was largely centralized and communities had very little involvement in local policing matters. After democracy, the government introduced community policing to build trust between the police and the public.
The South African Police Service Act of 1995 required police stations to establish Community Policing Forums so that communities could actively participate in identifying crime concerns, monitoring police service delivery, and working together to improve safety.
